Local Councils Financial Statistics

Financial Situation Indicator (FSI)

 
The Government is committed towards transparency and accountability in the use of public funds at local level, by continually keeping residents abreast with the Local Council’s recurrent and capital expenditure by publishing this financial information online every three months (E.M. No 15.09)

The financial position of a Local Council derives from the Financial Situation Indicator Report which is drawn every three months and is determined by calculating the total amount of current assets (cash in bank and debtors) and deducting from it the total amount of current liabilities (payments​/creditors falling due in the short and long term), with the exception of long-term financial commitments approved in writing by the Minister in terms of the Local Councils Act. (Regulation 4 of the Local Councils (Financial) Regulations). The Executive Secretaries, as Financial Heads of the Local Council, are obliged by law to present quarterly FSI Report by:
 
Quarter 1 – January to March by 30th April
Quarter 2 – April to June by 30th July
Quarter 3 – July to September by 30th October
Quarter 4 – October to December by 30th January

The financial data published is limited, and subject, to the data provided by Local Councils. 
 
1. Quarterly Overview of Local Government in Malta

You will be able to have a general review of the total income, expenditure, fixed assets, current assets, current liabilities, capital and the financial situation indicator of all Local Councils at a given period.


 
2. Individual Local Council Data

You will be able to download a workbook to view the data provided by the Local Councils of your preference. This option provides data for the  income, expenditure, fixed assets, current assets, current liabilities, capital and the financial situation indicator of all Local Councils at a given period.

3. Frequently Asked Questions (FAQ)

a. What does QFS and UFS stands for when I download the inidividual Local Council data for Q4?

QFS stands for 'Quarterly Financial Statements' and UFS stands for 'Unaudited Annual Financial Statements'.  UFS are included when the Local Council does not present its Quarterly Financial Statements on time.

b. Why can't I find my Local Council's data for Q1, Q2 and Q3?

If your locality's data is not published means that the Local Council has not respected the timeframes as stipulated in the financial cycle. A list of such localities can be found under a qualification note in the 'Quarterly Overview of Local Government in Malta' of the respective quarter.
